“Permanent” Tax Cuts?

In the current squabble over the Bush tax cuts which are scheduled to sunset this year, pundits and pols are calling to make them permanent.  The Bush tax cuts, passed with reconciliation and Dick Cheney breaking the tie,  were “temporary” because there wasn’t a corresponding spending cut to pay for them.  The idea was that they would stimulate the economy.  Well, that didn’t work and now we owe China to pay for those tax cuts.

But the idea to make them “permanent” is poli-speak.  Tax rates are always changing.  Clinton raised them.  Bush 41 raised them.  Reagan raised them (five times!) after he lowered them.

So the idea of “permanent” tax cuts is just political B.S. designed to pander to voters.

  1. Morning peeps.

The Bush tax cuts didn’t work because they aren’t based on sound fiscal policy, extending them is a perfect example of throwing fuel on the fire.

President Obama Lands in Afghanistan for Unannounced Visit

President Obama made an unannounced visit to Afghanistan on
Friday as he sought to smooth over a troubled relationship
with President Hamid Karzai and take stock of a nine-year-old
American-led war that he hopes to begin winding down next
    summer.

Mr. Obama arrived in Kabul after a secret overnight flight
and planned to head to the presidential palace to meet with
Mr. Karzai, who has complained vocally about American
    military tactics in recent weeks.

The president also planned to consult with his commanding
general and visit American troops heading into another
    holiday season far from home.

  4. Dooty

I think Reagan actually raised taxes 11 times in the 8 years after he lowered them.

  5. dog's eye view

I support President Obama strongly. (Big news.)

But if he allows Bush’s “temporary” tax cuts for the wealthy to continue, I think he will demoralize his supporters beyond repair. Those tax cuts are indefensible and let’s not even pretend they work, or conveniently forget whom they benefit.

This is a hill to die on. I think Obama realizes that.

Enough can kicking. He needs to do the right thing and worry later about he political optics.

    • dnd

I”m guessing the bill that ends up on Obama’s desk will allow the tax cuts to continue and unemployment benefits to continue. If he signs it to continue unemployment benefits, some will be upset about the tax cuts for the rich and others will complain that he’s increasing the debt. If he doesn’t sign it some will complain that he caved on the continuation of unemployments while others will say he’s stifling job growth by not cutting taxes for the rich . So no matter what he does, it’ll piss a lot of people off. He can’t win.

  6. TempeBev

Very predictable, McGramps blew his top about the reports etc on DADT.

IMO people are not going to get what they hoped for when they voted in Nov. Now if the Dems can only do what the repugs do when they’re in the minority we should have another great 2 years of non-progress and non-helping the American public.

  7. I think you’re wrong d, I think the tea party backed repugs will stand firm and all the tax cuts will expire. The repugs are boxing themselves into a very tight corner.

    • dnd

I hope you’re right Brian. The reality is that the middle class tax cuts won’t really help the economy, compared to the tax cuts for the wealthy. If Obama lets the tax cuts expire, he is effectively giving the finger to the Republicans and saying: “Bring it on. I will veto any tax program you propose that is not what I want.” This would really help him with his base.

      • dnd

I’d like to see Nancy & Harry push through continuation of unemployment benefits before Christmas. I think it could be passed with reconciliation. Someone correct me if I’m wrong about that.

I’m pretty sure Obama can’t continue benefits with an executive order. Again, someone correct me if I’m wrong about that.

  8. If Obama wants to hold on to the party base he’s got to stand up to the tea party gang, if he caves he jeopardizes his own renomination.

  9. d I think you’re right about the benefits being extended through reconciliation.

  10. Some people just don’t know when to keep their traps shut, case in point:

yup, I think Helen has pushed on over in to the ozone. She has lost her filter.

  12. dog's eye view

I don’t think he can or should sign a bill continuing the tax cuts for the wealthy, and if it’s coupled to unemployment benefits, veto that and insist on another bill to address unemployment separately and immediately.

No waffling and allowing the tax cuts to come up after the 2012 election either. Take the poison now and end them NOW.

    Bad policy is bad policy.

PS: David Brooks on News Hour tonight stuck in a little plug for continuing all the tax cuts for a year or two or three, and says he expects the deal will be coupling tax cuts for the rich with unemployment benefits extension. Am sure that’s what Brooks’ Republican sources want.

    Don’t do it, President Obama.

  13. TempeBev

What a surprise – repugs block another one.

  14. dog's eye view

I am hoping and wondering if Obama is going to make extending the tax cuts for the rich his Rubicon. Allow drama to build and make the GOP own holding unemployment benefits hostage.

Not helpful, though: weeks of speculation that he’s going to fold and the GOP will win another one. (Example A: blurb on New York Times web front page now:

Senate Rejects Obama’s Tax Plan, Setting Stage for a Deal

“The Senate rejected President Obama’s proposal to extend the Bush-era tax breaks for all but the wealthiest taxpayers, sealing a triumph for Republicans.”

interesting, further in: Feingold voted against the plan. And then spurious reasoning by John Thune:

“Republicans voted unanimously against the House-passed bill, and they were joined by four Democrats — Senators Russ Feingold of Wisconsin, Joe Manchin III of West Virginia, Ben Nelson of Nebraska, and Jim Webb of Virginia — as well as by Senator Joseph I. Lieberman, independent of Connecticut.

“You don’t raise taxes if your ultimate goal, if the main thing is to create jobs,” said Senator John Thune, Republican of South Dakota, echoing an argument made repeatedly by his colleagues during the floor debate.

…. Democrats, including Mr. Obama, had long questioned the economic basis for lower tax rates on the wealthiest Americans, particularly at a time of deep concern over the nation’s rising debt. White House officials said the revenue lost to tax cuts for the rich would be better spent on tax breaks for the middle class and businesses to help spur growth.

Republicans insisted that allowing the tax rates to expire for the top two income brackets would amount to a big tax increase on small businesses, which generate many of the nation’s jobs — AN ASSERTION THAT MANY ECONOMIC AND TAX ANALYSTS SAY IS LARGELY BASELESS.” (all caps by dog)

    ====
If Obama does stand his ground and veto tax breaks for everyone, you know a blonde will go missing or some unsubstantiated charge the Chinese are attacking us — anything to get that off the top of the 24/7 news cycle.

At least we understand now why this didn’t come up before the midterms. Democrats didn’t have the votes then, and don’t now.

Republicans frighten me most of the time. Democrats sicken me every now and then.

    • dnd

“Republicans insisted that allowing the tax rates to expire for the top two income brackets would amount to a big tax increase on small businesses, which generate many of the nation’s jobs — AN ASSERTION THAT MANY ECONOMIC AND TAX ANALYSTS SAY IS LARGELY BASELESS.” (all caps by dog)”

They must’ve read my post of many moons ago. Small businesses, as defined by the Small Business Administration, are the major job creators. Small businesses, as defined by the IRS, don’t have to be small by SBA definitions. It’s basically a federal tax dodge for the shareholders.

Note that if you hire someone, you can deduct their wage and benefits from your net revenue when listing your profits for tax purposes. So there is no way that tax breaks for the rich will provide incentives for hiring. All part of the right wing meme that none in the lame-stream media are smart enough to challenge.

Here’s an example of why the GOP’s (wrong!) take on extending tax cuts for all, even upper income earners and gazillionaires, is an easier sell.

Thune and other trumpet repeatedly: “raising taxes in a recession does not create jobs.” [dog: actually, redistributing them might.]

Blogpost by Economist Mom (Diane Lim Rogers, Chief Economist of the Concord Coalition — remember them? Sensible, bipartisan folks, some of them Republicans?), appearing simultaneously in the Christian Science Monitor. “Let’s not do the crazy thing with the Bush tax cuts”

    http://www.csmonitor.com/Business/Economist-Mom/2010/1202/Let-s-not-do-the-crazy-thing-with-the-Bush-tax-cuts

Well argued, but lengthy (as anything factual will be).

To reach most of the public, you need something as pithy as CSM’s subhead and accompanying illustration, which sums up Ms. Lim’s case.

subhead: How can leaders proclaim their intent to get our fiscal house in order, while arguing to keep (forever) the fiscally-reckless and economically-ineffective Bush tax cuts?

illustration caption: As the deficit climbs, does it make sense to spend 2 billion dollars on middle class tax cuts, let alone 3 billion to include the wealthiest?

dog: (Dems could further tie the amount of the tax cut for an “average” earner — maybe $29.00 biweekly — to losses that will result from spending cuts. Keep your $58.00 and see your kid’s state college tuition increase 63%. See your teachers furloughed, libraries closed, health clinics strapped to address whooping cough.)

Democrats, Obama and the sane need to repeat this again and again.

Not capitulate. We are in a bad recession. We could see a double dip or full fledged depression if the GOP get their way.

I think Obama may hold strong on this, but he needs to hear from all of us.

Before some of us throw up our hands and look into New Zealand’s immigration policies.

Death by budget cut. In Arizona, laboratory for what full GOP control might look like.

$3 billion reallocated from the wealthy’s tax cuts to Medicaid could do wonders.

Lots of people on Medicaid had private insurance until the Great Recession struck.

  18. dog's eye view

    I know.

It’s upsetting to watch stupid in real time.

  19. I’d like to see all the bush cuts be eliminated or at least set to sunset in 12-18 months. They were predicated on a surplus that been plowed into wars and recession years ago. We can’t afford them.

  20. dog's eye view

    Hey Bruce.

    Agreed!

Get them gone (sunsetted, even) and don’t let them fester through the 2012 election cycle/pandering.

  21. If Obama does not veto any tax break bill that includes tax cuts for the wealthiest 2%, namely millionaires and billionaires then it will once again show that he is no different than Neville Chamberlain with his appeasement to the Nazi’s, only this time it’s the Republican Nazi’s and the Republican Nazi Party.

Has he not learned that you cannot negotiate with Terrorists or Republican Nazi’s? They will Kill HIM and they will Kill HIS Family as well.

I will not vote for Obama or any Democrats anymore if Obama once again appeases the Republican Nazi’s and the Democrats allow the American People to suffer under Republican Nazi Policies anymore.

The only way we can get our Constitution and the Rule Of Law re established is if and when every Republican Nazi along with every evil Seed Of Satan Sown and Spawned through their Nazi Loins and Wombs is DEAD.

There no longer is a Rule Of Law when the so called DOJ goes after someone for releasing embarrassing Diplomatic Correspondence while ignoring War Criminals who are walking around freely in our country and bragging about their War Crimes.

Or Wall Street Bankers and Banks who are still TBTF and continue to commit fraud against American Citizens even going as far as to submitting fraudulent paper work in the Courts and not being held accountable or charged for their crimes.

While Nazi Judges sit on the Supreme Court (Roberts and Alito) who sold Our Country out to Foreign Interests and the so called Representatives of the People who lined their pockets with Foreign Money (both Republicans and Democrats) or those who wrote a legal framework for War Crimes (Torture, Kidnapping and Murder of those in Our Custody) walk freely among us, as well as the Doctors who participated in those crimes all still hold Licenses to Practice Law or Medicine, where is the DOJ?

Are they now the Department Of No Justice? It appears so.

Are the World Courts the only ones left to uphold the Rule Of Law because Our Country refuses to? Seems so.

    http://www.thedailybeast.com/blogs-and-stories/2009-04-13/the-bush-six-to-be-indicted/

Those who Teach Constitutional Law at Berkley (John Yoo), sit on the Ninth Circuit Court Of Appeals (Jay Bybee) along with the rest like Douglas J. Feith, David Addington, Alberto Gonzales and William J. Haynes II.

Lets see if they push for the arrest and extradition of Julian Assange by Interpol while at the same time refuse to abide by the Warrant for arrest and extradition for the War Criminal Dick Cheney by Nigeria for bribery.

    http://www.dailymail.co.uk/news/article-1335316/Dick-Cheney-face-charges-180m-bribery-scandal-say-Nigerian-officials.html

Will we then disregard the Rule Of Law again and ignore our Legal Obligations under Treaty’s we have signed and made part of U.S. Law? Is the DOJ now the Department Of No Justice? Can any American really believe that they will get a Fair Hearing in Any Court in America?

If you believe you can then you are living in Never Never Land.

NO, the only way we can restore Our Constitution is when All Republican Nazi’s are DEAD. Plain and simple.

Do like I do and Pray for their DEATHS. Pray that the Lord sends the Angel Of Death down on them and using a Sharon Angle Second Amendment Remedy take them all out. That’s right. Pray they all get a bullet in their heads.

Only then can Our Constitution and Republic survive or else we are doomed and America The Fourth Reich will take a firm foothold over all of us.

David Leonhardt in NYTimes Week in Review:

What else could the $60 billion in tax cuts for millionaires buy?

That we’re even discussing this makes me sad for our society. Infrastructure repair vs. giving the very well heeled $25,000 in tax relief?

We might be a better society if the greedy rich moved abroad — wherever they like, they can afford it — and took their votes and paid for congresscritters with them.

If they want to leave, how quickly can we open that door?

I say that as someone who would enjoy being rich, but cannot imagine being so greedy and not being thankful for the shared infrastructure and systems that make wealth accumulation possible. Brian,
years ago when I was young and irresponsibility, I had just finished smoking a joint while parked in my pickup with my then girlfriend. We were in a parking lot that belonged to a Synagogue (the only one in town). A cop drove up to us and wanted to know what we were doing in that atheist church’s parking lot. That pretty much explains how it was growing up in Texas in the 50’s 60’s and 70’s. There are still a lot of old timer influence left but it is changing at a snails pace.

  29. “atheist church’s ”

Now there’s an oxymoron if I ever saw one!

  30. Dooty

The irony of that “atheists church” statement was not missed here either. 🙂 Fortunately Willie was not with us and we weren’t in Willie’s bus. That was far enough ago that Willie might have still been living in Nashville or had just moved to the Austin area. Yup, just checked and Willie moved to Austin in ’71 and this would have been in late ’70.

Will write more later, but am thinking the GOP is overreaching on insisting that unemployment benefits be paid for, but that tax cuts for the wealthy (among them, Congress members and our media industrial complex) are “appropriate.”

Am hoping Obama might go in for the kill on this one, but that would be getting my hopes up.

Infuriating story about Mitch McConnell on MTP.

Per NYT: “I think we will extend unemployment compensation,” [McConnell] said. The debate among lawmakers, he said, is “not about whether to do it but whether to pay for it as opposed to adding it to the deficit.” [Got that? Unemployment compensation for those in the midst of a Great Recession might “add to the deficit”, while tax cuts for people in Senators’ tax brackets does not appear to face the same test.]

He would prefer to make the tax cuts permanent because the current, 10-year-old tax rate “is appropriate,” he said. But “the president won’t sign a permanent extension.”

    Fuck ’em.

(NYT describes John Kerry as “combative” and he spoke in very clear unequivocal soundbites, but it’s a little late, isn’t it?)

    • dnd

“(NYT describes John Kerry as “combative” and he spoke in very clear unequivocal soundbites, but it’s a little late, isn’t it?)”

Better late than never. Democratic Senators have started to go on the offensive, particularly Harry Reid. I don’t know if this edict came down from Obama or Reid or they are just mad as hell and aren’t gonna take the Mitch McConnell bullshit any more, but either way, it’s a smart political move.

I think the Republican leadership is scared shitless. It’s easy to be the barking dog chasing the car, but what happens when you catch the car? What are you gonna do to justify all your yapping?

I’d like to see Kerry tell McConnell: “When I was having my ass shot at in ‘Nam, you were sitting on you ass in Ft. Knox successfully figuring out how you’d get your pansy ass out of your military commitment.”

  32. dog's eye view

“Obama signals compromise on extending tax cuts.” The far left will view this as appeasement. They are lost. The far right will claim this as a major victory, reaffirming the “mandate” they got in the last election. They never were in his camp. So how will they appeal to the rest?

My guess is that the DNC is already story-boarding commercials against Senators who voted for tax breaks for millionaires. And the administration will be looking at all those “small” businesses (by IRS definition) and their job creation from the tax breaks and the cost per job from those tax breaks.

I think Obama is playing chess while the rest are playing checkers.

  35. dog's eye view

The days of our lives, for all of us, are numbered. We know that.”

A faith in the power of resilience and hope. It’s carried her through before, and I respect Mrs. Edwards for not using the usual religious language.

The upheaval following the overthrow of the monarchy, invasion by foreign monarchist powers and the Revolt in the Vendée combined to throw the nation into chaos and the government into frenzied paranoia. Most of the democratic reforms of the revolution were suspended and large-scale executions by guillotine began. The first political prisoner to be executed was Collenot d’Angremont of the National Guard, followed soon after by the King’s trusted collaborator in his ill-fated attempt to moderate the Revolution, Arnaud de Laporte, both in 1792. Former King Louis XVI and Queen Marie Antoinette were executed in 1793.

Carol made turkey gumbo the other day. Had some from lunch yesterday. very good. Had several onions and sausage links cut up and a carrot or two plus the carcass of said turkey. Carol put the carcass in the freezer T’giving day to prevent having to make the gumbo right away.

There have been several mixed drinks that have made me hurl. Slo Gin Fizz was probably the first one that did it.

    Good morning Doots.

Bet that was an awesome gumbo. Thanks for reminding — will have to make one next week.

Don’t remember ever ordering a second Slo Gin Fizz. Seems like one of those drinks if you’re ordering it, you are not of legal age to drink.
